When Instrument cluster light wasn't working, did this also effected the break lights? When you installed the used one did you had to program it to make it work?

I doubt it, chrysler sadly since going bankrupt has become very greedy,one problem sounds like a dimmer or whats called a rheostat(controls brightness of insturments. Start easy check fuses, the brake lights may simply be a bad brake sw blown fuse,or just plain old burned out bulbs, chinese q control sucks.invest in a test light probe 9.99 at any parts house, buy the one that looks heavy duty may be a bit more but w care can last 15 20 years.

If you are having an issue with the brake lights(I.E.: all three are going out), you probably need to replace the brake light switch. The cluster and the lights aren't actually connected, but you do have a relay between the multi function switch and the lights.
