how much does a salvage title lower the value

just body damage to the rear end,completely repaired,no engine,or axle

I would consider a salvage title vehicle, but I would need to have documented proof of the damage and repairs. I would also either inspect the repairs myself or have a professional do it. I would not buy one with the expectation of trading it or selling it. I have no idea how much the value is lowered on a 2007 Sebring, but would not be surprised if it was 50% or more.

Even though it was minor damage, it's still a salvaged Dodge. A 2007 Sebring isn't worth much anyway, but add that salvage title to it, regardless of how well it was repaired, and you might have trouble giving it away.
