Your fuel level sending unit, which is probably built into your fuel pump assembly, is likely bad. Sometimes you can just replace the sending unit, but at this cars age, you should replace the entire assembly.

I'm going to side with Michael here. Is the gauge stuck at a certain level and won't change from there at all? Or does the gauge just sit at empty always like it's not even turning on? If it appears stuck or inaccurate then id agree with Michael and say it's the sending unit on fuel pump. The contacts on the floater may not be touching the circuit contacts anymore. Or maybe the connector that attaches sending unit to wiring harness has a corroded and broken wire which would prevent the signal from being sent even if the fuel pump still works. Just had this problem on mom's Intrigue and that was exactly the problem, floater tabs weren't making contact.
