My Saturn overheats and the air condition stops cooling when im not in motion. If the car is in motion it doesn't overheat and the air conditon works fine. What causes this problem?

If I start my Saturn and let it just idle, it over heats and the air condition blows but its not 'cold' air. If im driving down the highway, giving the car gas the car does not over heat and the air seems to work fine. If I stop in traffic or at a red light/stop sign the temperature gage begins to rise slowly and the air condition stops blowing 'cold' air.

Check the electric cooling fans by the radiator. One should come on when the AC is turned on, the other is therostatically controlled.
