None of the so called relearn procedures will work
in 99% of security system problems. So don't waste
your time on them. Those are for a specific repair to
the security system. Unfortunately people read
about them and swear they're a magical fix for all
security system problems. They're not!! You are
correct, your Saturn does not have a transponder
key. If it did the engine would not even crank over
with the wrong key. You need to be looking to see if
you have spark, fuel, and compression. Those are
the only things you need for the engine to run. Spray
some starting fluid down the throttle body. It should
run a few seconds on that. If it does you have a fuel
problem. If it does not you either have an ignition
problem (no spark) or a jumped timing chain or
timing belt (no compression). Check for spark first.
If you have spark you need to run a compression
test next. If all cylinders test very low or zero it's a
jumped timing chain or belt. Hope that helps!
