High idle, hesitates when coasting, sensor reader isn't reading anything, check engine light stays on.

Recently changed the plugs, wires, oil and fuel filter
on a 95 chevy suburban. Runs rough, has high idle
doesn't idle down, when coasting it feels as if
someone is tapping on the brake cause the truck
slows down, check engine light stays on. Went to
Oreillys to get a sensor check and the sensor
reader wasn't registering any codes. When
accelerate there is exhaust fumes and first couple
days after changing everything black smoke was
coming from tail pipes.
