there is a  black box where it should be, the single bolt turns freely but doesn't come out.  Is this some type of cover for the radiator cap and how do I get it off?

Yes, you are looking at part of the plastic intake shroud assembly, mounted in the middle of the radiator area. It spins because it's not a bolt, it's actually a plastic rivet. Radiator cap is in the overflow bottle as papa says.
