My car is making a terrible/weird noise

https://vimeo.com/232913287 I uploaded a video of it to share. If I keep it on acc it'll keep making the noise. It will stop for a few seconds and start again.

No maintenance or check engine light. A/c, heat was off

If its when the A/C compressor is on it may be a belt slipping, see if you hear it better with the hood raised.

I don't have the A/C on but I'll give it a shot in the AM

So you are saying when you hit the accelerator pedal it make a noise in the dash?

Still try to hear it with hood open to see if its coming from under the hood sand not the dash, could be a belt or pulley or tensioner, idler pulley.

So you're saying when the keys on the accessory position on the ignition that it makes noise like that could be an electrical noise?

I listen to your video and it sounds like your smog pump that's charging what happens when you turn the key on on the older Saturn's before 97. I think it is the smog pump that turns on independently and makes a loud noise that sounds like it to me I'm not sure though
