Horn stopped working

I've replaced both fuses for the horn, in hood compartment, and inside car, still can't get
horn to work, several mechanics have looked but are baffled, anyone have any ideas?????

I've got a 2001sc2, I replaced the horn itself twice, once with a cheap one, then one out of an Audi. Also that fuse relay (?) in top left front of the engine compartment that cost about $15 blew, there are 3 of them, I think it is the middle one.
