I have a 99 Saturn SL1 that won't turn over, won't even make a sound. What is wrong?

The GM dealership checked out everything and can't find anything wrong with my car.  I had a new ignition with new keys put in also it has a brand new battery.  Still nothing!

Could be bad starter. Test solenoid wire for 12 volts with key turned to start position. If it's there and you also have main power to starter then bad starter. If you don't have it when key turned to start position then check neutral safety switch if auto trans or clutch pedal switch if manual trans.
