Battery has a full charge and connections all good? If the battery is down, use a charger and get it charged up. If the battery is down, you can't do any testing. Did you visually check for spark at the plugs? If this is the module that sits on top the plugs, you can turn module over, use spark testers in the plug boot, leave the primary wire connector plugged in. The metal part of tester has to be grounded either by jumper wire or by turning the module till metal part of tester touches metal part of engine. Have helper crank, watch for spark. There are several things that can cause miss-fire, fuel--spark--compression. any applicable trouble codes?

you're not testing things you're just replacing parts , you're going to have trouble doing that ,
Ok, with new plugs/wires and coils the car started. Had it on a computer and said miss fire on 2/3 coil. So I just assumed it was the ignition control module. Got a new ignition control module, now it wont start. But when I put the old one back on it will start with the miss fire.
Do a 2002 saturn Sc1 new ignition control module have to be programmed?

Make sure the grounds are tight on the bellhousing mounting bolts at the top of the transmission. The grounds for the ignition control module are there and will prevent it from starting if not tight.
