When I drive my Chevy HHR, it sounds like a very loud fan

It probably IS a very loud fan. Radiator fan bearing or even fan clutch starting to go bad, making it much louder. Might be time to replace it, they run around $50-70 depending where you shop and can be replaced with basic tools.
