2007 Chevy HHR turns over but won't crank ive only had it for 3 weeks! please any ideas?

Test for fuel, spark and compression
smell gas in the exhaust? test spark? psi test at fuel rail?
Check fuel pump and relay and check and make sure you have spark at the distributor or coil simple extra spark plug and someone cranking will achieve testing every coil but to me I would check the fuel pump and Relay first
It could be a clogged fuel filter as well try turning on the key and listening for the hum of the fuel pump if you hear the hum go to the manifold look for what looks like where are you at inflate a car tire pushing needle valve it will spray fuel confirming you are getting fuel if there is no gas but you can hear the fuel pump running the fuel filter could be clogged. But if you have fuel at the manifold it could be a problem with spark if the check engine light is on you may need a OBD2 scanner it could be a crank position sensor oxygen sensor mass air flow sensor or you could just not be getting spark and like I said a spare spark plug unplug each plug have someone crank and see if that plug Sparks remember you must ground the plug simply touching the top of Steel not the power wire just metal on the engine while they crank it if it sparks then you know you have spark if you have spark and fuel timing belt may be worn fuel injector could be clogged or you could need a new crank sensor oxygen sensor or mass air flow sensor like I said OBD2 reader

How long was the battery out of it I don't think it matters not on the HHR at least my 08 does not require programming or anything
