Dodge Charger 2007 R/Thomas won't start

All the light functions work in the car..head lights, interior lights..but, it won't turn over. The door locks keeps making crazy noises.

I hope someone can help me...I'm a vet and need to get the V A for apps. The car lights and interior lights comes on the dash board. But, it won't turn over and door locks keep.making noise when the key not plugged in the ignition. Looks come on when u open the doors and some times they don't, and the battery is in full charge mode. Who can help me?
