why is the bottom pulley on my 06 impreza move in and out making the belts come off

This is completely foreign to me why is the pulley from the crank able to move, not only
move I can take it off the crank by hand. It is causing my belts to keep coming off.

Either the bolt is missing or like Tom mentions it has fallen apart. Replace either it or the bolt before it takes out something important flying off the engine while running.
