My 1994 Camaro wont turn over

This is my first car and it hasn't been cranked in
about 10 years. We put a hot battery in it and
changed the fuses but half of the fuse box wont
show that it has power when we check it and when
we put it in neutral it will not move

The brakes are probably rusted to the drums and rotors that's why it won't move. Try this. Find the highest amp fuse that is dead, take a jumper wire and jumper battery into that fuse if it cranks check for dirty connections in the connector going through the fire wall or you may have missed a wire when you connected the battery. I hope this helps
