2007 Nissan Altima AC Blower turns on after driving

My car is doing a weird thing. When I go to work in
the morning the AC blower does not come on.
Only after about 39 minutes of driving does it
automatically kick on and starts working. The
colder the temperature the longer it takes before it
kicks on. Then it works fine. I tried replacing the
fan blower and all the cables. It worked normally
for a few months then it stopped working again
and now back to doing the same thing. What can
be the problem? I’ve taking it to two automotive
shops and they couldn’t figure it out.

Thank you for your response but are resistors the same as fuses? Because we did check the fuses. And why would it start after thirty minutes of driving if it were just a resistor? Is a resistor subject to cold temperatures?
