The instrument panel went bad.  I changed it, but the vehicle is not starting now
all the light in the panel comes on and does not come off, until I turn off the
switch.  What could be the problem?

With some cars when you change the instrument cluster the new one has to be programmed into the PCM, which is a dealer only procedure. try putting your old cluster back in and it should start
