Locked front brakes

Greetings, the front brakes on the vehicle in question locked while moving. I have changed the master cylinder, bleed all four tires and the front brakes are still locked. PLEASE ADVISE.

Maybe a frozen caliper?

Initially, it was the frozen right caliper, so I dismantled the brakes and was able to get the rotor to turn. I replaced with a new caliper and the problem was still present. I repeated the aforementioned procedure and again unlocked the brakes. However, there was a drag on all 4 wheels. So I changed the brake pressure release valve, a part I wasn't familiar with, which for now has resolved the problem. Thanks...
