2006 2.7L CHRYSLER SEBRING COOLING FANS NOT ACTIVATING

FUSE IS FINE, RELAYS TEST FINE. IF I MANUALLY ACTIVATE RELAYS
FANS OPERATE. IF I PULL A RELAY FANS APPEAR TO GO INTO
FAILSAFE, COME ON AND REMAIN ON. IF CAR IDLES 10+ MINUTES IT
WILL OVERHEAT, NO FANS ACTIVATING. IF I ACTIVATE FANS
TEMPERATURE WILL DROP AS EXPECTED WHILE IDLING. TEMP GAUGE
ON DASH NEVER GOES ABOVE 1/2 MARK, HOWEVER WITH A SCAN
TOOL CONNECTED TO OBD2 PORT, COOLANT TEMP WILL CONTINUE
TO RISE WITH FANS NOT COMING ON. MULTIPLE CHECKS SHOW NO AIR
AT BLEEDER, RESERVOIR FULL.
