On my 2003 Chrysler Town & Country when I switch from heat to A/C it does not cool. What could be the problem.

The fan is working fine and there is enough freon in the system.

are you sure about the freon? have you had it professionally checked with a machine? does the A/C compressor run? does it run and shut off quickly? many things to check here need more info.
You should be hearing the electric compressor engaging. If not, start by checking the fuse.

The LXI and Limited edition only are equipped with automatic climate control. Instead of using a low pressure cut out they use a transducer switch located next to the accumulator where the high side port is. Close to passenger rear fender well. This is known to malfunction and can't be checked with a ohm meter, you need a tech 2 device. It will stop the compressor from operating even though there is enough refrigerant in the system. That is anything over 60 psi. The transducer switch is about $60. Simply unscrew from valve. Will not blow the charge, not on tight, use a pliers. If that does not work then it's the control head itself.
I have the same issue been a while now. The way to get past it, is a kinda ghettoish way, but FREE, under the glove box passenger side, about 6 inches to right under glove box, much with foot lightly or with anything in reach, it works. The blower is located there and it is a common problem with the town and country.
