The same thing happened with my 1999 Town & Country. I found that the solder joints behind the gauge cluster need to be re-soldered as they have lost steady contact over time. You may also notice that the radio and cruise buttons on the steering wheel are not working correctly, and that the rear wiper won't turn on as well. I used to give the dash a sharp whack just above the gas gauge, and that would fix it for a little while, but it will eventually need to be re-soldered, or replaced with one from a junk yard.
