Why are my rack and pinion boots deflated?

Just installed a new(remanufactured) rack and pinion on a 04 Town & Country.  While getting the air out of the system I noticed the noise of the boots crumbling.  I was watching the fluid level while my wife turned the steering wheel back and forth for me.  The boots are wrapped around the inner tie rods or clinging on to them.  I've never seen this before and I'm just curious about what I should do next to return the accordion style life back to the boots.

Are they twisted on the inner tie rod ??? try loosing the small clamp and see if the straiten out
