Burnt out bulbs. Replace both headlight bulbs.

Pretty sure there is a relay in the system. If it is stuck on High (or low) it will not change. The relay is probably under the hood in a box with other relays....there is usually a label telling you what each relay is for.....to test swap with another relay (they are usually all the same part number)

Your multifunction switch (I.e. turn signals wipers,cruise control) is bad. Get a good one (AC Delco) when you replace it, the cheap ones are junk, and the switch replacement is a little hard, but not difficult.
