Why wont my lowbeam night time lights come on but my high beams work on my 2000 buick century v6

The multifunction unit on the steering column is bad, as the low beam lights are not referencing 12V ground. This unit has the switches for the turn signals, cruise control, wipers, and high beam lights. To replace, the steering column must be partially disassembled, and unfortunately can be a real pain to do.
