No, a 1995 model could be either OBD I or OBD II but the 1993 is definitely OBD I. When replacing the ECM on the '93 you must transfer the PROM (EPROM) to the new ECM. You need a '94 or older and the service number on the new ECM must match the old one. Other than transferring the PROM no additional programming is required for a GM OBD I system. Hope that helps!
