My 99 Buick LeSabre started rattling this morning
when I Crank it up this morning. When I drove it to
work as I gave you gas the rattle  louder. When I
crank it to go driving home as I was driving it
sound like something broke off in the car shut off
but my belt was still on can someone help me with
that

Where is the noise coming from? If it's under the floor it could be the inside of the catalytic converter coming apart. It is a pain but no need to replace it unless you can't stand the noise.

The noise is coming from up under the hood it sounds to me like it was one of the pulleys but once I got down the road the car just shut off still have power and the belt was still on the car but the car will not crank back up

The harmonic balancer pulley (the bottom one on the crank) is mounted in rubber. With age the rubber will fail and there is a good chance that is where the noise is coming from. The design of the inner and outer rings is so they don't come apart until they are really bad, so have it checked before it comes apart and you cannot drive it.
