My 2001 Buick Lesabre air condition flow only blows in the front but not up and down when I change it.

I have problem with the air flow on a 2001 Buick LeSabre Limited. The air
conditioning flow doesn't change when I change it to up and down and it only
comes out from the front vents.

Which one is it? The one in the driver's side or the one in the passenger side?

Is there a third actuator or is there only two because I checked the driver's side and the passenger side and both work.

So wouldn't it be the mode actuator, the one by the drivers side under the dash?
