Why do all my brake lights stay on?

After having my tires rotated, all of the brake lights are on. I lifted the emergency brake pad and lights went out for a while, now they're on again and will not go out.

Don't know why it seemed to start with the tire rotation but the problem is probably the stop light switch on the brake pedal.... Either the brake pedal is not returning all the way (try pulling it up ...do the lights go out?) Or the switch itself is out of adjustment
