You can by pass security system , by adding resisters to the wires underneath the steering column. You will test the omes on each side of the chip on the key and whatever amps they read is the amps you buy on the resisters . There will be a orange wire , that is the wire you tie the resisters into.

Tried the Relearn Procedure on my 1999 Buick LeSabre Custom, and it was not successful. The security light never turned off. Didn't turn off after 10, 15, or 20 minutes.

This is by far the best explanation of what happens and how to resolve. We encountered the issue in the family car and it wouldn’t start for weeks at a time. I replace the cylinder and reprogrammed a key or two. It worked for about 4 months then started acting up again. I am thinking that I might have caused damage to the exciter when I replaced the cylinder and it’s finally tapping out. I had it used the second key in forever (I don’t recall programming it so maybe I didn’t). However, today the car kept starting and I looked in the glove box and found the second key as soon as I put that second key in the car wouldn’t start anymore. I even tried the first key again and it wouldn’t start I gave it 5 to 10 minutes and it started. I tried to sit couple times and it kept starting. I put the second key in again and it didn’t start. I waited another 5 to 10 minutes tried the first key and it started took that key out tried the second key and it started. Now it’s starting with both keys. Not sure if the second key wasn’t programmed and I just programmed it by using it or if it forgot about the second key and just remembered it. I plan to take both keys with me and get rid of the original key which unlocks the door so that I don’t accidentally put that in the ignition. I also plan to replace the exciter if cheap enough. http://ricksfreeautorepairadvice.com/passkey-iii-system/
