1999 buick park avenue...DIC (not fused) displays all quit...what's the problem?

With only 75K miles, DIC (not fused) displays all quit displaying...even when placing DIC in "program" mode...nothing I tried works.  Dealer says about $700 to replace entire digital card.  Any of you guys have a less expensive fix?

find the same part at a recycling facility aka... pick n pull or a XXXXX parts depot.
