1999 buick regal skips really bad at 4 thousand rpm while in neutral.

you should not be revving it in Neutral....bad man bad...the reason why is the components will "sing" destructive harmonics...if under load will have those opposing forces....at lower rpm's isn't as disconcerting as at higher RPM's...I suspect a weak system ground....clean the ground connection off the battery with a wirebrush and bolt together again~
