hard starting wont go over 4 thousand rpms not accelerating properly

side rail fuel filter is flowing correctly it seams fuel seams restricted surging
need to use starter fluid to start once it does it runs but not running right takes
much longer to get speed up

i haven't ever worked a buick before. but if its the fuel system it could very likely be a weak fuel pump. but i have seen that happen when a car is low on oil. also you could have a plugged catalytic convertor. but you should notice your engine getting hot. could be you have miss firing cylinders too. there are a bunch of things that could cause it. id start by testing fuel pressure.
