1996 Buick Riviera headlights cut on by themselves

Lights cut on by themselves and dash don't
read gauges and when I drive and go over a
bumpy spot it makes my lights blink on and
off

My first guess would be the headlight switch. I think there is a relay in the circuit to switch from low to high but can't see that getting shorted.
