Of your budget is high enough, you can do it. If you want a truck to break loose at 70mph then your gonna wanna go forced induction.
The pictured motor does not break loose at 60 unless the roads are wet, running with an automatic trany, but internal workings are all set up to do so and handle what you are looking for. You would need to look at a set-up as Andrew is mentioning for the top end of the motor.
Well first off in my opinion, you should do some research on how to achieve the end result that you are looking for. This way you will know what you got, and know your motor. Then when you start the build you can always look for advise on the best way to do something, & best products to buy. Then what you are looking for in this engine will require quite a bit of money. Just in my motor I have $7500 into it, and I still want to change it up, but I ran out of money, but I made sure the block was done right to be strong. I could spend another $3000 to $5000 on her for what I would like. So bottom line is how much money do you want to spend to have what you want, verses building a good motor to have fun with cheaper. Breaking tires at 70 mph. on dry pavement will cost you.
Realistically the motor you are wanting would be for the drag strip.

3 to 4 grand? 30 grand maybe. If you want that kind of power, install a monster BB from Chevy - 572 cubic inches and 620 hp. You may want to look at a Jegs magazine, they have good engines in there, any where from stock to over 500 hp. I am looking at one that is a 383 with 405 hp. with everything done to it, ready to install for $4500 with everything to make it run. This would definitely make you happy. So at least you can see the prices vs H.P. This is a great price considering what I have into mine. 50,000 mile warranties. Maybe look at Jegs.com I highly recommend these guys.
You can get a good new crate motor for $1500. You will be able to burn the tiers and thats it. Look in Jegs.

Gave you a click on that one...but Don, yes you can get a spunky motor in your price range that you would be happy with. I am just pointing out...Look at the motors in the Jegs magazine, for me after the fact, I built my motor and really did not save any money comparing what I put into my motor, vs the same thing in Jegs. In hind sight I would have just bought one threw Jegs, but I have the pride in building the one I have now. If you want to look at a Jegs magazine I will send you my latest issue, Another thing to over-come that would require money is to make the motor run with mods done to it in your 97' like how do you want it set up? Because of the OBDll computer, depending on what you do. And you will want headers and a 3" exhaust on her which is about $500 depending on the cost of the headers you choose. On my truck (1995) has the OBD1 computer and I used it, but it cost me like $400 to make it run my motor. An OBDll tho is a lot easier to adapt to a hoped up motor, All I am saying is there are going to be extra cost to put in a motor other than original set-up.

NO,NO,NO. I was able to break tires loose at 70mph with my 427/425 hp engine in 1969. A 454/ 450 hp eng. would do same thing. Prob. a 410 gear w/400turbo, or OD. trans in 3rd gear. All depends on weight. Pick-up trk. is light in rear. If that's what you want to do just get that chev. big block. I've build many muscle cars, for all types of people. You don' have to spend 10K on an engine. Just talk to eng. builder and have him put right cam, w/cast iron rect port, heads and correct carb/injector. Maybe a turbo charger if needed. I'd bet a stock 454 would do it, but not on stock gas. You pay for fun w/ turbo charger on low compression motor, or use high compression motor and use 100 octane. torque is the main thing. Set engine to make max torque where you want it. Your eng. builder can set it up! Not that hard.
