I have a 95 silverado with a 5.7 L engine. On my thermostat housing I found a wire connected to one of the bolts. What is the purpose of that wire

There should be 2 wires, maybe not on all of them, they are very important ground wires which make the circuit for all the stuff up on top.

Grounding wires.... Make sure you clean the bolt nut and spade as good as possible... Electric problems are very common on that beast..
