1990 Chevy Silverado Ignition rack wont slot in properly

We were fixing some play in the steering and (what I believe is called the
ignition rack) fell out of place. We have tried putting it back we got it in place
but once we tried installing the ignition it would not slot in properly and once
we got it in it wouldn't turn leading us to believe we are doing something
wrong. as well as the springy feel you get once you hit the starter is no
longer present. we are by no means mechanics so any help is appriciated!

We have found the issue with why we cant install the ignition cylinder it seems the plastic gear in the photo has a metal rod running through it that's supposed to line up with the ignition cylinder but it doesn't and we have no idea why
