2007 Camry #15 fuse blows when lights manually turned on???

I have a 2007 Toyota Camry. The #15 fuse (labeled panel) blows every time i turn my lights on. The dials for the heater do not illuminate and neither do the shifter light or the glove box. I have tried endlessly to find a short  that could cause this, but no luck. Any suggestions?

Does your navigation still work when fuse is good without headlights on? Or for that matter, does it, or any of the following go out when fuse #15 blows? --- Seat heaters, A/C, Audio system, clock, glove box light. Only the lighting goes out in the heater controls, the glove box and the shifter.

Ok, just to be clear, do you mean those lights you listed, are they never on, or only when fuse 15 blows? Let's go from there

When I replace the fuse they go on for a slight second. Then the fuse blows again. I replaced/checked all bulbs and they are all working. Just the fuse keeps popping.

I have the manual. Hasn't helped much. Anything in specific you wants me to see?

I usually don't recommend this, but that's a 7.5 amp fuse. I am going against many many times I have said never put a higher amp fuse in than what is supposed to be there. But I am going to make an exception. Try a 10 amp fuse, I really don't think 2½ amps bigger is going to cause a wire to overload. But you have been using a 7.5 replacement , right? try a 10, NO HIGHER, and just for an experiment lets see what happens. Or if you have a 15 on hand and not a 10, put that in for no more than 10 seconds and see if they stay lit, but remove the 15 IMMEDIATELY after checking, and if the 10 or 15 blows there is something going on that needs research...which btw I am happy to do. And you are in the cabin box, not underhood, right?

I've already tried it with the 10. And same thing happened. Haven't tried with a 15. But I can. I will let you know when I have.

http://toyota.aitnet.org/Camry/Camry_2007_wiring_diagrams.pdf That is one of the most complete wiring diagrams I have ever seen for any car. Maybe you can make some sense out of it.
