wiper switch will not shut off. changing the water pump in a 1991 chevy suburban, 2 wheel drive 1500 series

the pump is not the guilty one here,with the wiper thing ,a fresh pump is alyways good,then pull the plastic cover off wiper motor and blow clean,the wiper park area is gone nuts!if you snip the right wire at wiper motor,thell work at your switching command
