Heater stays on high even on low it blows high heat

Heater is on low and  it puts out high temperature

I got this problem with my cars before (more than once ). Usually the culprit is resistors regulating the speed of the fan.( and they burn ) They are usually located under the plastic cover under the wipers on the right side of the car, When You open the hood is easier to remove the cover

There are 2 relays then 2 empty ones and then 4 more. This is from left to right when standing in front of car. Also can you tell me how to get the relay out?. Thanks
