1999 Saab 9 3 Series top will not go down

I have the same problem with my 2003 9- 3 SE. Took it to a SAAB/Volvo dealer. Mechanic said a few of the hydraulic lines or leaking. I did pull the motor and noticed there was no more oil in the motor, which I added And still didn't do anything. The estimated repair parts and labor was $5000. But you can order all new lines and hydraulic pistons for about $700. However in the past when my top didn't go down it was a simple 80 cent sheer pen replacement. The tops are funny just depends on what mechanically is going on. I am now going to resort to operating it manually.
