hi. had the same problem, lost all my keys, found one guy in New York, he made me key by CIM module and door cylinder.
I had the same issue and up cost me $1,100 you have to replace the SIM module which is the component behind the steering wheel and I think there's another control module under the hood that with the keys and getting it programmed if you can find somebody to program it is a pain I would recommend buying the parts new if you do buy them use make sure it's from a place that you can return them if they do not work

I needed a spare key so I ordered one from a Scottish Saab specialist. All he needed was the VIN number for my car, and within 2 or 3 days the key arrived from Sweden. He gave me the option of either sending the key to me or bringing the car to his place where he can then code the key to the car's ECU. New key must be "married" to the ECU - no option This is done using the Tech 2 programming unit. Its not a piece of equipment everyone has in their garage so you then have 2 options - either take / tow the car to the dealer for programming, or if you check out saabcentral.com, there are plenty of helpful folks on the forums, many of whom have their own Tech 2 programmers and you might find someone local to you. Fortunately, I could drive to the specialist's workshop and the coding / marriage was done in less than 1 hour. Cost to me was £ 90 (about 100 dollars or thereabouts) for the unmarried key. As he also did the programming, the total cost came to only £ 130
