Check master cylinder for function, but more likely the small slave cylinder is worn out. Usually these can be salvaged with fine cleaning and a new seal, but they're cheap, so perhaps just replace. OTOH if you have a CABLE release instead of hydraulic just look for a broken cable. Easy to replace.
