Wouldn't turnover

I have 1990 suburban it wants to turn over
but won't like it's not getting enough fuel

How about spark? Is there spark? To check for the fuel, spray some starting fluid into the throttle body to see if it starts up. If it does and then dies off, then it would be either the fuel pump or the regulator in the TBI.
