I have a 03 Jaguar x-type. When I bought it it
had to blown head gaskets. Had had put
new head gaskets on head-to-heads
resurfaced. Put car back together we got the
motor back in it. Misfires on 1 3 & 5. Car
goes into limp mode won't rev over 28 and
3500 rpms. What would cause this ?

Before you put head on, did you pressure tested it? Head might have a leak. Another issue is improper installation when dead center wasn't aligned. Which causes 1,3 and 5 to misfire. It's Ford engine. Talk to Ford experts

How is pressure on oil pump and fuel pump? Assuming you plugged cables to sparks properly. Coils and sparks are checked and working?
