help with electrical problem

when I turn ignition switch on and in normal running,with all switches off.dash lights and
rights side headlight and tail lights on and cannot be turned off.

unplugged headlight switch and dash dimmer, lights still on

Just the right side? Try pulling the fuse for the turn signals and/or the 4-way flashers. Also check the bulbs for the brake/turn signals/running light bulbs. A bulb that has 2-two filaments and has a broken filament that is shorted to the other filament can cause really weird looking problems. Also, try unplugging the turn signal switch at the bottom of the steering column to see if that changes. Good luck.

My left signal light front and back and emergency don work but the right side work fine

Triple check that your using correct blubs AND they are in holders correctly, I have spent hours troubleshooting this problem and it was a tail light bulb shorting across the two connector in the bulb holder.
