Why does one turn signal blink faster than the other

When using right turn signal if flashes very fast.  When using the left signal it works at a
normal speed?

Where is the relay for the turn signal emergency flasher located on a 2009 Lincoln Signature?

This does not always mean you have a dead bulb. That's what it's supposed to mean, but all my stock LED bulbs are blinking fine on the outside of the car, at normal speed, but the inside indicator on the dash blinks fast on only the right turn, on occasion. I have no idea why yet.
