power steering is coming and going on and off frequently when turning left

what would cause the power steering to to respond in this manner belt is in good
condition and tenssioned well

Did you check the fluid level? Power steering fluid expands significantly when it warms up...most dipsticks are marked for cold and warm level checks.
Belts good, tension is good, fluid level is good. With the car running have someone turn the wheel to the right and left extremes while you watch the belt and pulleys, look for any signs of worn bearings such as a pulley wobbling or the belt going out of alignment, and listen for signs of problems also. If this inspection doesn't provide any additional clues I would consider the power steering pump to failing and due for replacement.
