gas milage

I have a 200 Acura TL with 14400 miles on it. Recently purchased.
Seller told us that it got 22 MPG.
Well it gets 11-13 MPG in the city and 27MPG on the road. Is this normal?
I do only have a short, half mile commute to work but my Camry got about 17-18 MPG when I drove it on this short commute.

I had a 2000 TL and it got great gas mileage on the hightway - 40 miles to the Canadian gallon... Even when you convert that to the US gallon it is still pretty close to 32 MPG.. In and around town I could pretty consistantly get around 24 miles to the gallon (CDN) - around 19 MPG (US) It was a great car.... I now own a 2008 TL Type-S, my 2000 TL is still in the family - my sister-in-law owns it now and it is still running perfect with 160,000 km (100,000 miles) on it.
Your mileage seems very low, even compared to the national standard here: https://www.fueleconomy.gov/feg/noframes/15871.shtml Do you know the previous maintenance on the vehicle? IF not, I would start with the following things: Plugs, wires (or Coil on plugs), fuel filter,injector cleaning, and air filter. Hopefully the causes of your poor mileage is the rooted from one of those issues. Good luck.
