Keep bleeding the system then "KISS". Keep It Simple Stupid is the proverb - #1 Did you check for a proper fuel level above "E" ?, #2 Did you run the car so low as to clog the fuel pump pick up or the line itself ?, #3 Did you twist the fuel line while changing the filter and create a break in the line (due to rust) and now it is leaking ?, #4 Did you install the filter in the correct direction (they do have flow arrows on them) ?

#1 full tank #2 possible #3 no #4 I saw the arrow, yes, it is the correct direction. So bleed the system is the best solution? Thanks!
fuel pressure regulator valve still good? could cause no pressure to build at the rail.
Do you know for certain that you have no pressure in the fuel rail? The pressure rail schrader valve on top of the rail is located on the right side of the fuel rail (standing at the rear of the car) under the intake plenum next to the large dia.vacuum port. When you turn the key to *on* the pump will prime the system for 2 seconds, if you depress the valve under the cap (remove the plastic cap) you should get fuel squirting out of the valve. When you turn the key to *on* you should be able to hear the pump spin up for that 2 secs., if you do not then you have another problem, why isn't the pump spinning up? You've mentioned that the tank is full, check for proper pump operation, if that is fine and there is still no pressure in the rail double check as mentioned above to see if the filter is in backward, possible pinched off delivery line, the regulators are stealthy items, if the regulator has failed the diaphragm inside tears and then fuel can be sucked thru the vacuum port into the intake. If that's happened one has to pull off the upper plenum to get at the regulator to repair the unit. Hope this helps.
